The thing is, PETSc does not currently have a way of mapping a plain C `int` type to a PETSc datatype. I'm wiling to take the required work to fix this issue. @Barry or anyone: the only issue for me is to decide on the name, I'll call it PETSC_C_INT (and maybe also add PETSC_C_LONG along the way).
