[petsc-dev] MatSeqAIJCUSPARSEBuildILUUpperTriMatrix question

I am adding GPU LU factorizations to cuSparse and Kokkos matrices and I see
that the cuSparse solvers have ILU in the name. It looks to me like it
should work for an LU ... but I wanted to check and see if there are any
thoughts.
