So the primary question is: you are specifying --with-blas-lapack-dir - but that version of blas-lapack is not picked up by configure. However its going ahead and using blas from /usr/local/lib - which is not what you want? [because its not compiled with -fPIC] Please send the corresponding configure.log to petsc-maint at mcs.anl.gov Satish
