It's Finite Volume, co-located grid arrangement, stabilized, with a continuous 
pressure field at CFL numbers < 1 (typically 0.3-0.7). 
Which pre-conditioner would you recommend with CG solvers (BiCGStab) for that 
sort of problem?

Coupled multigrid takes some work, you can do algebraic multigrid with 
PCFieldSplit with relatively little effort. What CFL are you running at?
