Then why were you using this?
CALL VecGhostUpdateBegin(to,ADD_VALUES,SCATTER_REVERSE,info)
CALL VecGhostUpdateEnd(to,ADD_VALUES,SCATTER_REVERSE,info)
What did you expect that to do?
