Thanks. I made a new function based on the PetscGetCurrentUsage which does what 
I want. It seems like I am being lucky as the numbers returned by the OS seem 
to be reasonable.

HPC vendors have a habit of implementing these functions to return
nonsense.  Sometimes they provide non-standard functions to return
useful information.
