Mat indices always start with 0 in global indexing used by MatSetValues, 
MatSetValuesBlocked

  With “local orderings” on can chose to use whatever indexing makes sense for 
your local ordering, this is used with MatSetValuesLocal(), 
MatSetValuesBlockedLocal().
