   Instead of using MatCreateSeq/MPIAIJ() at the command line you would use 

   MatCreate()
   MatSetSizes()
   MatSetBlockSize()
   MatSetFromOptions()
   MatMPIAIJSetPreallocation()
   MatMPIBAIJSetPreallocation() and any other preallocations you want
   MatSetValues.....MatAssemblyBegin/End()

   Then you can use -mat_type baij or aij to set the type.
