[petsc-users] No VecGetLocalSubVector?

Is there a reason why there is no 'VecGetLocalSubVector' to match
MatGetLocalSubMatrix?

I've used VecGetSubVector, but can't use local indices with it, e.g.
can't use VecSetValuesLocal.
