OK, so, two things: 1) as said earlier, Sowing is broken with MinGW, but I’m sadly one of the few PETSc people using this environment, so I’m one of the few who can fix it, but I can’t tell you when I’ll be able to deliver 2) if you stick to an official tarball, the Fortran bindings should be shipped in. While I work on 1), could you stick to, e.g., https://ftp.mcs.anl.gov/pub/petsc/release-snapshots/petsc-3.18.2.tar.gz?
