   Is each rank trying to create its own sequential matrix with 
MatCreateSeqAIJWithArrays() or did you mean MatCreateMPIAIJWithArrays()?

   If the latter, then possibly one of your size arguments is wrong or the 
indices are incorrect for the given sizes.
