Cant a macro contain a macro?

Hi   I was writing a pf.conf with a macro containing other macros. I got a syntax error i thought that couldnt be true, but is it? Cant a macro contain other macros.   [pf.conf]   ip="{ $ip1, $ip2, $ip3 }"   [pf.conf]
