3.4 is already on CDs! And if you pre-ordered you'll be getting/have
got yours real soon.  Everyone else has to wait until it hits the
FTP servers on (around) the 1st Nov.

The quickest way to play with this stuff is to wait for it to make
the next snapshot and install that.
