Disable pf, verify the problem goes away. If it doesn't, the problem is not with pf, and you have to look elsewhere. Add 'log' to _all_ your 'block' rules. Reload that ruleset. Enable pf. Reproduce the problem. Then run tcpdump -nvvvetttSX -r /var/log/pflog Post some output from that.
