benchmarking pf in an rfc3511 way

Can somebody recommend any tools that can help with benchmarking pf in a
standard, rfc3511 way? At the moment, I am reading the relevant rfcs
(1242 and 2544, 2285 and 2889, 2647 and 3511) and Daniel Hartmeier's
paper on pf. For now, I am using/writing some very simple, libnet-based
programs, but was wondering if there are any good programs already
available and highly recommended.
