reverse ftp-proxy in the source tree?

For quite some time now Daniel Hartmeier has provided a reverse ftp 
patch at http://www.benzedrine.cx/ftp-proxy-reverse.diff.

Unfortunately that patch doesn't work with OpenBSD 3.5 anymore.
Is there a reason why this patch has never made it into the source tree?
