Oh my.  I had misunderstood the VHID to be a unique identifier per
host rather than VIP.  That explains the duplicate IP messages
clearly.  I corrected the problem and brought up both carp0 interfaces
with the same vhid.  Unfortunately, it was still not working correctly
(it is now, but below are my troubleshooting details).

Host1 negotiated as the master, and Host2 as the slave.  When I
disconnect the ethernet port from Host1, Host2 does not become the
master... he stays in BACKUP.  I rebooted Host2 with Host1 still
disconnected and Host2 came up as the MASTER.  When I reconnected the
ethernet on Host1 I watched carp0 on Host2 change from MASTER to
BACKUP.  Then I disconnected Host1 again to try and cause carp0 on
Host2 to become a MASTER again.  No luck.  It appears to want to stay
in BACKUP until I down carp0 and re-run netstart.  This test was using
the Compaq Netelligent 10/100TX cards.

I retried this same test with the SMC 83C170 (EPIC/100) cards, and all
of a sudden CARP works like CARP should.  I can fail over in both
directions very easily.
