Thanks for providing this resource, I've found it most useful!  Have you
ever setup traffic shaping for the traffic over a VPN?  This is my scenario:

I've got a firewall/VPN endpoint that sits right on the internet
connection at both locations. 
There is a VPN (obviously) between the two locations
The VPN handles traffic for remote desktop, and VoIP

What I was figuring is that I need to shape the "general" bandwidth on
the interface, i.e. give the VPN say 512Kb/512Kb and if that isn't in
use let it be used by the other services that will be connecting to that
interface.  Then within the VPN I need to allow 72Kb per phone, but give
that bandwidth back up when it's not in use.  And I have to prioritize
packets... so probably use hfsc.  Sounds pretty straitforward.... except
I've not got a lot of experience using hfsc and I'm a little confused as
to how to apply it to the VPN like I shared.  Can you offer any advice?
