I'm currently using an Epia VE5000 as a router. It has a passively cooled
CPU (533 MHz Eden ESP, comparable to a 300 MHz P2), on-board LAN & VGA and
a PCI slot. Works quite nicely with OpenBSD.
If you need 3 network interfaces I'd suggest an Epia PD-series board:

These have dual on-board LAN and you can easily use the PCI slot for a third
network interface. I hear they're a bit on the pricy side though, so a
complete system may cost a bit over $300.
