If there something we miss pleas correct us.Everything is write in
pf.conf(8). So
queue highq    bandwidth 360Kb priority 3 cbq(borrow)
 if there is some traffic on this queue cbq must reserv 360Kb even if
real transfer is 1Kb.Priority is something else.
