The easiest way to get FTP working is to use OpenBSD 3.9
(i.e. the current release) or install the 3.9 ftp proxy
onto a earlier version (the new ftp-proxy is in ports in the
older OpenBSDs, under a different name.)
If you don't use the new ftp proxy you'll probably have
to understand FTP. Read rfc959 selectively (www.rfc-editor.org),
like sections 1 through 3.
