OK, but this is not useful here because every user have a single IP.

I repeat that the problem is that it seems to me that bandwidth in excess is distributed according to the traffic in every queue instead of been strictly proportional to the assigned bandwidth.

So, if a queue have only a little traffic over its assigned bandwidth, packets are dropped because another queue (with the same assigned bandwidth) has a much greater amount of traffic.

I'd like the traffic in excess to be equally distributed (or proportionally to bandwidth), not based on required traffic.
