Our configuration is the same (no IP address on each of the bridge
interfaces). Do you think you could send me a sanitized version of your
pf.conf? We've been playing around with this for over a week now and have
not had any luck getting this set-up to work.

That's the same fundamental network configuration that we have.
It almost sounds like you have a problem with asymmetric routing.
On our system, the two bridge interfaces do not have any IP
configuration of any kind, other than 'up' in the appropriate
hostname.em# files.
