Hi Phil,
I put in a work order with Sybase also.
BUT, they gave me a link to the latest revision of 6.5.1

ftp://psaftp.sybase.com/pub/private/pbpatch/pb65_weekly/65112732.zip

They told me that problem has not been addressed in this fix.
Yet it seems to have fixed this problem, at least for me :-).

I did not do the amount of testing that you have done, so it may not work
for you.

My problem was on the second import of 136,000 rows, PB would stop with an
out of memory error on ~75,000 rows every time.

Subject: Memory Problems - UPDATE

Sorry, no resolutions to the problem as of yet. We have been talking to
Sybase and have a work order in. We sent them another app so they can test
what's going on, but haven't heard from them. We have also stopped trying
to fix the problem as the man hours already spent on this are crazy. I'll
keep you informed if anything new happens. Happy Holidays!

Phil
