Go to http://support.sybase.com/fd_search.html

        and search for either ORA-3121 or ora73win.dll

There are a few hits...  One in particular says...

ORA-3121 - Interface Driver not Found 
a) Make sure the SQLVDM.EXE is actually getting loaded by the AUTOEXEC file
referenced in the DOS_AUTOEXEC parameter for
this particular OS2 DOS VDM.
b) Make sure you are specifying a SQL*Net host string that corresponds to a
local OS2 RDBMS (2:) or a currently installed OS2
SQL*Net driver 
c) If the toolutility that you are attempting to run is using a local
parameter to define the host connect string, make sure it is defined in the
proper location for your toolutility.

Another says...

Cannot find ORAnnWIN.DLL 
(16 bit) Oracle DLL ORAnnWIN.DLL missing or not in path. This file is
installed with the required support files. For example, if the
missing DLL was ORA73WIN.DLL, this DLL should have been installed with the
Oracle 7.3.x Required Support Files.
