My favorite is to open sheets using the Original! style.
The Original! style maintains an individual size for each sheet. And it
does not annoy the users by cascading down even when there is only one
sheet open, nor does it have the the problem you described... Plus, it
does not have the problem resizing the controls associated with opening
Layered!.
To fix the problem when opening Layered!, see this FAQ:
"When the sheet is opened in Layered! arrange style the controls are
resized incorrectly."
