I have noticed that peculiar behavior as well.  One can recreate it playing
with the PFC Example SplitBar Examples...  It doesn't just happen right off
the bat per se, but you have to fiddle with it until you hit the roulette
<g>

As far as I know, I don't think there is anything we can do about it.  I
believe that this is a problem due to "rounding" issues that surface over
time...  The user moves the SplitBar, resizes the window, moves the
SplitBar again, etc.  Remember that the resizing logic is
percentage-based.  So sometimes there will be a rounding fluke, just a
little off, accumulative, etc.  And the SplitBar magnifies the chances.

Does this sound like the behavior that you are experiencing?

Anyone else have any ideas/fixes/workarounds???
