I think your best bet is to create it using the syntaxFromSQL function.
Just because the DW is based on an SQL doesn't mean you can use it the same
way as an external DW. But, the transaction object (usually SQLCA) does
need to be connected to a database for this to work.
If being connected isn't an option, I suggest you look into the details
of the DataWindow Create() function (not the CREATE statement), Modify(),
and Describe().
The LibraryImport/Export functions are only useful if you want to save
the DW for future use, instead of creating it every time. You might look
into it later, after you get the creation portion working the way you want.
