If Trump is charged and convicted in Georgia, neither the president
nor governor can pardon him
The president can only act regarding federal convictions, not state
ones. Since it's been asked. Georgia is AFAIK one of three states where
the governor has no clemency powers, which are instead invested in a
board. He can influence the board's membership, but under current law
there are apparently very strict limits on when the board can act. -L
