More on nationwide AT&T mobile outage

- Only the AT&T network has gone down (and apparently also impacting aspects
of use of the FirstNet first responders network built by AT&T).

- Other carriers may be experiencing congestion in some areas as a result
of the AT&T outage, but they have not reported any significant outages.

- MVNO carriers (e.g. Cricket) that actually operate on the AT&T network
will be affected, because they do not actually operate their own networks.

- AT&T says a cyber attack was not involved. My top bet is cascade failure
during a software update due to their incompetant network design and
  terrible support.

- 911 says use landlines to reach them. In California, AT&T is currently
before the CPUC trying to end all landline services, and later even
VoIP on anything other than fiber, and most areas don't have fiber.

- Use of Wi-Fi calling has been suggested, but most people don't have that
set up, and it's useless if you're not near a Wi-Fi AP you can use,
including the very large number of people who now depend on their phones
  as their only Internet access.
