Dunno... The pgsql people must have discussed this, or did the copyright notice invade the file while upgrading requirements to bison 1.875?

that's taken 1:1 from pgsql backend, it's generated by
GPL accordingchecking.
keywords.c needs it to compile. It supplies the official keyword
The copyright says that the output file created by Bison *from* that file may be used without restriction. That file itself is
to the header.So PostgreSQL backend source restricted by this too.
