A cause is this.

pg_config.h:#define HAVE_LIBSSL 1
pg_config.h:/* Define to build with (Open)SSL support. (--with-openssl) */
pg_config.h:#define USE_SSL 1

ssl.h
SSL define...

Is there a problem in -DSSL?
