Sorry - I was checking master, did not follow the complete mail.
What happens, if you change the following line?
%SPHINXBUILD% -b html %ALLSPHINXOPTS% %BUILDDIR%/html
to
CALL %SPHINXBUILD% -b html %ALLSPHINXOPTS% %BUILDDIR%/html
