I always start with a testing ISO :
http://cdimage.debian.org/cdimage/weekly-builds/
and after :
- change /etc/apt/sources.list
- apt-get update
- apt-get upgrade
- apt-get dist-upgrade

But yours steps seems ok too.
What kind of error you get ?
