OK, so:

                # If schema is not pg_catalog & then add schema
                if row['nspname'] == 'public':
                    rtn_type = row['nspname'] + "." + row['typname']
                else:
                    rtn_type = row['typname']

?

!= pg_catalog is redundant with == public.
