Basically, you have things backwards.PgAdmin is bundled with PostgreSQL in some
distributions, but if youdownload from www.pgadmin.org/download/ then you only
get PgAdmin and nothing else.

It may well be that the apt repo is not bundled. That is why I asked the
question. But the github repo readme includes this language:On Linux, an
executable called 'pgAdmin4' will be built, and on Mac OS X, an
app bundle called pgAdmin4.app will be
