pgAdmin4.21 Windows 10 Enterprise x64 Export to CSV doesn't work

Using pgAdmin4 v2.1 under Windows 10 Enterprise x64.  When I create a query
in the query tool windows and press the "Download as CSV" button, nothing
happens.
