That is almost certainly the cause of the problem then. pgAdmin 4 supports PostgreSQL 9.1 and later. The error you see will happen with PostgreSQL versions lower than 9.0. You'll need to install the last version of pgAdmin 3 (or better yet, update your PostgreSQL installation to something supported).
