Failure to install - server won't connect

Hello,

I have been trying to install pgadmin 4 for over an hour, but continue to
get this pop-up, "The application server could not be contacted:"

Any idea how I can fix this? I need to urgently install pgadmin 4 for an
online class starting in 4 hours.
