I expect that someone who has Windows will answer this, but in the meantime, 
pgAdmin has a configuration utility, and you can configure the command line to 
use to start it up (at least in Mac OS X you can, and I assume Windows is the 
same). So figure out the correct command line for Chrome and substitute that 
for the default.
