OK I got the install to work by running this rpm command after the rpm -i
command:
rpm -e pgdg-redhat-repo-42.0-19.noarch.
Now on to the setup.

It looks to me like the repo config package was downgraded to the one in the
PGDG repo. Maybe add:
exclude=pgadmin*
in your config file for the PGDG repo?
