Downloaded packages are cached until the next successful transaction.
You can remove cached packages by running 'dnf clean packages'.

Is there any procedure you can do to fix it?
If you accept, I am available to assist with the version testing
and compilation of PgAdmin on Linux Fedora if you forward me the
guidelines on how to do it.
I've pushed a fix for this issue for future releases, and updated the
current build in the repo so you should now be able to install (you
may need to do a "dnf clean all" first).
Thanks.
