This question should go to pgsql-general list actually.
Anyway, RPMs have been configured in order to conform Linux FileSystem Hiearcy Standarts as much as possible. Binary RPMs locate the files at /var/lib/pgsql.
To change them, you must rebuild the provided SRPMS and change the build parameters, or install them from source.
