The better solution was to rebuild pgsql using CFLAGS -liconv -lintl.
That took car of all dependencies in the pgadmin configuration.
However now, it configures OK but does not compile:

At the config stage it states SSL missing:

pgAdmin configuration is now complete. You can now compile and
install pgAdmin using 'make; make install'.

The only problem I see is eventually SSL:

pgsql is built --with-openssl.
