Hello Support Team,
                                      I am trying to connect to my Database 
server using pgAdmin3 and I am receiving the following error:


Server doesn't listen

The server doesn't accept the connection library reports

Could not connect to the server: Connection refused (0x0000274D/10061) Is the 
server running on host "127.0.0.1" and accepting TCP/IP connections on port 
5432?

I made sure that the firewalls are turned off and there are no anti-virus 
software.  I am also able to ping 127.0.0.1, and I even tried reinstalling 
PostgreSQL 8.1 and I keep getting the same error.  I am all out of ideas.  
Could you please point me in the right direction?   I included my configuration 
files.
