[pgadmin-support] hint contents blank

the content of the hints pop-up in pgadmin is always blank.  i can see 
the title but there are no contents.  i have seen old bug reports about 
this, and it is supposed to be fixed, but i have the same issue.  i'm 
running 1.16.1 on windows 8.
