Three things.
1. This is not the mailing list for this type of question. PgAdmin is a utility
for accessing PostgreSQL, it is not PostgreSQL per se.
You should instead address the pgsql-gene...@postgresql.org list, but FIRST you
must subscribe to that list at
https://www.postgresql.org/list/
2. These are TWO DIFFERENT items. For load balancing you will want to look at
either
PgBouncer

or
PgPool http://www.pgpool.net/docs/latest/tutorial-en.html
3. For High availablity, you should look into Replication
