If you are running on windows then please try restating windows.

If the issue persists then please provide application log.

*pgAdmin4 Log location:*

*Linux:*         ~/.pgadmin/pgAdmin4.log
*Windows:*   %appdata%\pgAdmin\pgAdmin4.log
