Dando uma googleada, notei que aparentemente a versão 8.3 do pg foi compilada
pelo Visual C++ ( Versão windows).
Pelo que entendi do site em inglês, o arquivo "libpq.a" não existe na versão 8.3
Aparentemente uma dll o substitui.
O que procede e o que não procede no que comentei acima?

Confira no C:\Arquivos de programas\PostgreSQL\8.3\lib se existe o arquivo

Fiz um teste aqui: renomeei o meu "libpq.a" e deu o mesmo erro que você

Você precisa tirar a LIBCURL (que eu estou usando e você não).
Remova o "-lcurl" da linha do gcc.

Ja pesquisei no google, mas não consegui resolver o problema.
Aparentemente
é problema de linkagem, já tentei passar os parâmetros mas não
deu certo..
