I have successfully updated the unstable version on

so you may browse its pdf manual from 
http://pgfplots.sourceforge.net/pgfplots_unstable.pdf . The new feature is 
documented in section 'reference>>misc'.

Concerning your other question: first, the search for 'z domain' is misleading 
since the domain option is for sampling a function f(x,y). A z domain would 
only be useful to sample a function h=f(x,y,z) which is beyond pgfplots. This 
leads to the question what you mean by minimum/maximum step values... do you 
mean z ticks? You can adjust z tick positions- and labels (see the 
Reference>>ticks section). If you only want to see an extract of you z range, 
you might want to adjust zmin/zmax or filter out coordinates which are outside 
of your range (restrict z to domain if I am not mistaken).
